- Is the instrument aligned with ALBA focus areas addressing problems in health, energy, and information technology?
- Is the characterization approach addressing the well-motivated problem?

- Does the proposed instrument make use of the specific conditions described in the document on technical characteristics of ALBA II long beamlines?
- How does the proposed instrument compare to the European and international competition?
- Quality of the proposal:
- Are the required specifications fitting the technical characteristics of the corresponding long beamline?
- Is the proposal clearly written with a well-defined argumentation, how the proposed instrument is contributing to field, and does the proposal show a broad reflection on state-of-the-art research (citations)?
- Does the proposer team include experts in the field?
- Resources requirements:
- Is the required effort to build and to operate appropriate for the expected impact of the instrument for the field?
- Is the team proposing a partnership which provides additional resources? At this point it will be not necessary to have a partnership in place but it should be clearly stated which members are interested to participate and which scope will be delivered by the partnership.
The reviewers will comment on the four different areas; the final decision will be based on balancing all four areas, allowing failing on individual review criteria.
